Course Facilitator: Catherine Thomas

Catherine Thomas has over 30+ years’ experience within forensic laboratories, principally concerned with fraud and identity related issues.

Having spent a significant part of her career as a Federal Agent and Forensic Manager with the Australian Federal Police, Catherine moved to the Department of Immigration and Border Protection (DIBP) in 2005 where she was instrumental in the introduction of core quality and training processes within the departments document examination network.

In 2009, Catherine moved to establish and manage DIBP’s Facial Image Comparison Unit and was principally involved in developing and applying science and technology to forensic facial image comparison and training processes.

In recent years, Catherine’s focus has been on the rollout of targeted training to border and related government staff both nationally and abroad. This has included the design and delivery of training on both document examination and facial image comparison.

In 2010 Catherine was awarded an Australia Day Medal for her work in the development of the Document Examination Training Program for DIBP’s document examiners. In 2012 Catherine was awarded a DIBP Secretary’s Citation for her work on developing a Forensic and Training Capability for facial image comparison for the department.

Outline and Objectives

This 2-day workshop is designed to provide participants with a systematic process for undertaking facial image comparisons. The course provides techniques that can be utilised in a range of roles, including, but not limited to: officers or employees undertaking identity checks of a person to a photograph or comparison of facial images generated through a biometric matching system.

The workshop is aimed towards employees/officers who are required to make decisions regarding facial images within a limited timeframe, however the principles taught can be applied during more thorough and complex investigations/operations/security matters.

This is a unique opportunity to take advantage of high quality training in facial image comparison techniques in Australia, and the Biometrics Institute encourages anyone with an interest in facial image comparison/facial recognition to attend. Those who attend will also receive a signed certificate of attendance for this workshop.

Topics to be covered during the 2-day workshop:

  • Anatomical and physiological characteristics of the face and how they are used in facial image comparisons
  • Similarities and dissimilarities that can impact on the facial image comparison process including ageing, weight changes and cosmetic surgery etc
  • Issues surrounding the quality of facial images
  • Comparison exercises involving both controlled and uncontrolled facial images

Who Should Attend

Persons performing roles which involve the assessment of facial images, either face to photograph or via facial recognition systems including officers from: law enforcement, security organisations, banking industry, road traffic authorities and assessing authorities.
