Introducing Biometrics at the Border Workshop

19 April 2023

Brussels, Belgium (in-person event)

This half day in-person workshop will take place on the day before the ID@Borders Conference.

19 April 2023

Three hours and fifteen minutes, including a short break

The Hotel, Brussels

This workshop is a high-level overview of fundamental concepts and implementation requirements for biometrics at the borders. The Biometrics Institute has been developing a range of good practice guides including the Biometrics Institute Good Practice Framework (2021), the Three Laws of Biometrics (2021), its Privacy Guidelines (updated 2021) and has worked with the United Nations Counter-Terrorism Committee Executive Directorate (CTED) and UN OCT on the publication of the UN Compendium of Recommended Practices for the Responsible Use & Sharing of Biometrics in Counter Terrorism. This high-level training course is based on the content and learnings from these guides.

Roger Baldwin is a former Deputy Chairman and Director of the Biometrics Institute and currently works as an Independent Consultant specialising in developing forensic science and biometric capabilities in fragile and developing countries. He was previously Head of Counter Terrorism Forensic Services with the Metropolitan Police, New Scotland Yard in London, UK. Roger was the ‘Penholder’ for the United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) and Office for Counter Terrorism (OCT) Project – the ‘UN Compendium of Recommended Practices for the Responsible Use and Sharing of Biometrics in Counter Terrorism’ that was published in June 2018.

The course is aimed at those providing leadership in their biometric projects with little of no knowledge of  biometrics and associated applications especially in reference to border management:

    • Decision makers
    • Policy makers
    • Project managers
